Letter to President George Bush of USA regarding children’s rights

31 October 2001

Subject: Form a World Govenment before the outbreak of 3rd World War.

Mr President,

Pentagon’s appeal for ‘bright ideas’ to fight terrorism, issued on 25 October 2001, is a bold and welcome move to win the cooperation and collaboration of all to combat terrorism everywhere.

All the right thinking people of all the nations are with you in your fight against international terrorism, but people do question the wisdom of killing innocent civilians, women and children be it in New York, Afghanistan, Pakistan or in India.

Insulating children from terrorism

The idea of terrorism is sown in the minds of young people. Terrorist ideas have taken deep roots in the minds of the youth; so much so that they are prepared to die, even face violent death. The first step, therefore, is to protect children specially in those countries where schools are established to indoctrinate young children in hatred and rabid religious fundamentalism. Such indoctrinating schools are flourishing either out of ulterior motives of governments or motives of fear.

Eliminate Indoctrinating Schools

The immediate action required is to strike at the root of terrorism by controlling, and if possible, eliminating schools specially established to teach religious hatred and religious fundamentalism. A war must be declared without any further delay on governments and schools fostering and nurturing such schools wherever they may be.

Role of teachers in fighting terrorism

Teachers all over the world must come together with the mission to eliminate all traces of hatred and fundamentalism of every sort from the impressionable minds of children. I feel the teachers are ideally suited to fight terrorism in schools. The world needs teachers with a liberal outlook who can not only teach the sciences and art but also teach respect and tolerance for the beliefs of those who might differ. Turning out young people capable of rational thinking for the common good rather than with sectarian ideals is the need of the time.

Urgency of moral and spiritual education

Religious hatred and fundamentalism have gone out of control today because children are misled by adults who teach wrong values in their early childhood. Children are educated in hatred for people who follow different religious traditions and creeds. Teachers all over the world must be called upon to understand their power and privilege of instructing young minds in the ways of peace, love and toleration.

Threat of Chemical and Bioterrorism

Chemical and bioterrorism has become a reality. About 80 nations, it is reported, have chemical and biological weapons, and seven nations possess around 36,000 nuclear warheads. So, there is the possibility of weapons of mass destruction falling into the hands of terrorists. Alarmed by this possibility and convinced that the worst sufferers would be innocent children, 25,000 children of City Montessori School, on behalf of world’s two billion children, issued an appeal to all the heads of state in the world as well as the judiciary of the world, to go all out and help in the formation of a world government which alone can safeguard the future of mankind, especially that of its children.

Need of a New International Political Order

A new international political order needs to be established to effectively control and eliminate terrorism. To achieve this aim a world government with a world parliament must enact laws binding on all the nations of the world. In the absence of such a world body to take charge of the affairs of the world, the world will undoubtedly plunge into greater danger and doom.

Views of World Leaders

Jan Tinbergen, the 1969 Noble laureate in economics said, “The World’s problems can no longer be solved by national governments. What we need is a World Government. This can best be achieved by strengthening the United Nations.”

One of your predecessors, President John F. Kennedy had said, “Mankind must put an end to war, or war will put an end to mankind.”

Our first Prime Minister, Jawahar Lal Nehru observed, “The world will either unite or perish.”

Formation of a World Government

To contain and control international terrorism national governments are not sufficient. Many governments themselves are promoting Terrorism against nations based on religion or race or desire for world domination. In such a situation even the United Nations is a mute spectator, unable to control the course of events. With about 80 countries in possession of chemical, biological and nuclear weapons for mass destruction, the UN has become powerless. The only solution now is the urgent and early formation of a world government and a world parliament competent to legislate for the entire world and execute those laws even in the so-called ‘rogue’ nations.

Another Golden Opportunity for USA

Whenever the world was on the brink of disaster your leaders came to its rescue. Your nation produced Abraham Lincoln who fearlessly abolished the most abominable of human practices - slavery.

US President Woodrow Wilson made - League of Nations after First World War

During the First World War President Woodrow Wilson advocated the need for a new international organisation to preserve peace and settle disputes by arbitration. The formation of the League of Nations was the result.

President Franklin Roosevelt & President Harry Truman made - UNO after Second World War

After the Second World War, once again, it was the foresight and vision of President Franklin D. Roosevelt and President Harry Truman that helped formation of the United Nations Organisation. Now the golden hour has come for you to take the lead and establish a World Government because the UN is helpless to control the destiny of mankind.

No Alternative to a World Government

It is seen that there is no world body to control the affairs of the world. We are living in the most dangerous period of human history. At the same time the world had never made so much progress in science and technology. Quite a paradoxical situation! Therefore, Mr President, on behalf of the world’s two billion children, I appeal to you to seriously consider formation of a World Government to control and eliminate international terrorism and terrorism of every kind from the face of the world.

Conquering hatred by love and forgiveness

Hatred and the blind desire to kill and be killed cannot be overcome by military force. We do need to put into practice the teachings of the sages of old. Jesus abolished the old law of “an eye for an eye, and a tooth for a tooth.” His teaching is : ‘love your enemies and pray for those who persecute you, so that you may become the sons of your Father in heaven.’ In the light of the new law that Christ taught, I appeal to you to spare innocent lives particularly that of women and children in the war that is in progress. Otherwise justice and world opinion would turn against your efforts to destroy terrorism and all those who advocate it.

Article 51 of the Constitution of India

Article 51 of the Indian Constitution says:

The State shall endeavour to :

  1. Promote international peace and security
  2. Maintain just and honourable relations between nations
  3. Foster respect for international law and
  4. Encourage settlement of international disputes by arbitration

We ardently request you to take into consideration the salient features of the above mentioned article of the Indian Constitution to find acceptable solutions to the problems the world is facing today. For tackling terrorism the ideas contained in the above mentioned article are most appropriate.

Support from right thinking people

As terrorism has emerged as a cancerous growth all over the world, the peoples of the world urgently and wholeheartedly look for immediate solution to the problem. They support you and your supporters. The destiny of mankind to a great extend is in your hands as the President of the most powerful nation in the world. If you succeed, history will remember you with great gratitude. The well-being of mankind, its peace and security are attainable if you follow the path taken by Lincoln and others.

Children of the world appeal "Safeguard our Future"

Hon'ble Mr President,

On behalf of the children of the world, we the 24,000 students of City Montessori School, do hereby congratulate you on your decision to unilaterally reduce the US nuclear stockpile.

We also take this opportunity to commend you for your bold decision to build a National Missile Defence (NMD) system against missile threats from rogue states and international terrorist groups. It reflects your concern for world peace and security, freedom and dignity, free trade and development and, above all, human happiness.

The entire humanity, the earth with its vast natural resources and other bounties, is the creation of God and needs to be protected in the interest of children and the generations to come, of the United States, of India, and of each and every country of the world, including the innocent children of the so called 'rogue states'. We believe that you are the most powerful person on earth- being head of the most powerful country of the world and, therefore, your concern for world peace is genuine and carries weight. Therefore, we hope that in order to protect the earth, the creation of God, you would very kindly consider providing the Missile Defence System not only for friends and allies but also for every nations of the world. Such an International Missile Defence system would go a long way in keeping peace in the world which would add to human happiness and protect ecology and environment. Your contribution in this connection will always be remembered. Such a system will not only eliminate the need for national missile defences (NMD) but also promote mutual confidence and trust among nations leading to increased security for all.

Earlier in 1999, on behalf of the children of the world, we had appealed to the Secretary General of the United Nations Dr Kofi A. Annan, to safeguard our future by facilitating the formation of a 'New World Order' which is capable of eliminating the huge nuclear stockpile and also ensuring ecological and environmental conservation on a global scale.

In his reply Dr Annan wrote that "People all over the world look to the United Nations to protect them — from hunger, disease, violence, and natural disasters — whenever the task seems too big for nations, or regions, to handle alone. But we at the United Nations can do nothing alone, either. Our strength is the strength of our member states, when they agree to act together for the common good. Next year, (from September 6th to 8th, 2000) leaders from all over the world will come to New York for the Millennium Summit. They will consider the challenges ahead, and what the United Nations can do to face them. Those leaders will be representing you, the peoples of the United Nations. It is up to you to make sure that they come here firmly resolved to take decisions which can lead to a better life for all of us, and for our children. I am counting on you all."

Accordingly, we wrote to all the Heads of States and Heads of Governments participating in the Millennium Summit, to safeguard our future by supporting the U.N. General Assembly’s agenda item 30 of the 53rd session dated 10th May 1999 (clause 8) which dealt with the formation of a New International and Political Order. This demand was also included in the Declaration of the Millennium Forum of the NGO's and Civil Societies held at the U.N. Headquarters from 22nd to 26th May 2000 because only a New International and Political Order can eliminate the huge nuclear stockpile and also ensure worldwide ecological and environmental conservation efforts. We received letters of support from many world leaders. However, at the Millennium Summit itself, no head of state or head of the government spoke a word about the formation of a new international and political order, of the world. Most of the leaders only spoke on the issues that concerned their own individual countries.

Article 51 of the Constitution of India

Article 51 of the Indian Constitution says:

The State shall endeavour to :

  1. Promote international peace and security
  2. Maintain just and honourable relations between nations
  3. Foster respect for international law and
  4. Encourage settlement of international disputes by arbitration

Clause (c) of the above article refers to "fostering respect for international law" but there is no international law in the world today, acceptable and enforceable to all the countries and peoples of the world. A law that has no legal sanctity, is not legally enforceable and does not carry a penalty for violation, cannot be called a law at all. In that sense, there is no international law in the world today. We first need to have international law which can only be enacted by a legally constituted ‘World Parliament’ with powers to frame international laws for the entire world. UNO is an international body which is funded from voluntary contributions and donations of various countries and has no powers to legislate or enact laws which are legally enforceable.

The provisions enshrined in Article 51 of the Indian Constitution provide a beacon for saving the future of world's children from the impending nuclear holocaust and an environmental catastrophe. All countries of the world need to include similar provisions in their respective constitutions so that the world may become a safer place for all.

On behalf of children of the world, we the 24,000 students of City Montessori School, Lucknow (INDIA), do hereby request you, the Most Powerful Man in the World, to safeguard the future of world's children by supporting this call for a legally constituted 'World Parliament' whose laws are binding on all the nations and peoples of the world, just as the laws passed by a country's national parliament are binding on all the provinces and the citizens of that country. Admittedly for this to happen, countries will have to surrender a part of their sovereignty, but then the choice before us is the State sovereignty versus the existence of humanity.

We as citizens of the world are striving to build public opinion in support of a World Parliament through a series of conferences and seminars in the interest of the future of world's children and survival of humanity itself. Accordingly a Roundtable Conference on Article 51 of the Constitution of India was held at CMS, Gomti Nagar, Lucknow (INDIA) on 14th January, 2001. It was followed by a Seminar on Article 51 of the Constitution of India held on 25th February 2001 and an International Conference on the said Article 51 held on 6th May 2001. Besides judges of Supreme Court and High Courts of India, a number of eminent lawyers, legal luminaries, educationists, social activists and press representatives participated in the seminar and the Roundtable while the Interantional Conference drew participation of judges and legal experts from 8 countries including Australia, Mauritius, Nepal, Pakistan, Philippines, Seychelles, Sri Lanka and India.

We now request your support to this call on behalf of the world's children, for a ‘World Parliament’ and for an International Missile Defence system under the control of a body which may have confidence or regard by all countries and peoples of the world.

Yours sincerely,

(on behalf of 24,000 CMS students)
