31 October 2001
Mr George W. Bush
President of the United States of America
The White House
1600 Pennsylvania Avenue, NW
Washington, D.C., 20500 USA
Subject: Form a World Govenment before the outbreak of 3rd World War.
Mr President,
Pentagon’s appeal for ‘bright ideas’ to fight terrorism, issued on 25 October 2001, is a bold and welcome move to win the cooperation and collaboration of all to combat terrorism everywhere.
All the right thinking people of all the nations are with you in your fight against international terrorism, but people do question the wisdom of killing innocent civilians, women and children be it in New York, Afghanistan, Pakistan or in India.
Insulating children from terrorism
The idea of terrorism is sown in the minds of young people. Terrorist ideas have taken deep roots in the minds of the youth; so much so that they are prepared to die, even face violent death. The first step, therefore, is to protect children specially in those countries where schools are established to indoctrinate young children in hatred and rabid religious fundamentalism. Such indoctrinating schools are flourishing either out of ulterior motives of governments or motives of fear.
Eliminate Indoctrinating Schools
The immediate action required is to strike at the root of terrorism by controlling, and if possible, eliminating schools specially established to teach religious hatred and religious fundamentalism. A war must be declared without any further delay on governments and schools fostering and nurturing such schools wherever they may be.
Role of teachers in fighting terrorism
Teachers all over the world must come together with the mission to eliminate all traces of hatred and fundamentalism of every sort from the impressionable minds of children. I feel the teachers are ideally suited to fight terrorism in schools. The world needs teachers with a liberal outlook who can not only teach the sciences and art but also teach respect and tolerance for the beliefs of those who might differ. Turning out young people capable of rational thinking for the common good rather than with sectarian ideals is the need of the time.
Urgency of moral and spiritual education
Religious hatred and fundamentalism have gone out of control today because children are misled by adults who teach wrong values in their early childhood. Children are educated in hatred for people who follow different religious traditions and creeds. Teachers all over the world must be called upon to understand their power and privilege of instructing young minds in the ways of peace, love and toleration.
Threat of Chemical and Bioterrorism
Chemical and bioterrorism has become a reality. About 80 nations, it is reported, have chemical and biological weapons, and seven nations possess around 36,000 nuclear warheads. So, there is the possibility of weapons of mass destruction falling into the hands of terrorists. Alarmed by this possibility and convinced that the worst sufferers would be innocent children, 25,000 children of City Montessori School, on behalf of world’s two billion children, issued an appeal to all the heads of state in the world as well as the judiciary of the world, to go all out and help in the formation of a world government which alone can safeguard the future of mankind, especially that of its children.
Need of a New International Political Order
A new international political order needs to be established to effectively control and eliminate terrorism. To achieve this aim a world government with a world parliament must enact laws binding on all the nations of the world. In the absence of such a world body to take charge of the affairs of the world, the world will undoubtedly plunge into greater danger and doom.
Views of World Leaders
Jan Tinbergen, the 1969 Noble laureate in economics said, “The World’s problems can no longer be solved by national governments. What we need is a World Government. This can best be achieved by strengthening the United Nations.”
One of your predecessors, President John F. Kennedy had said, “Mankind must put an end to war, or war will put an end to mankind.”
Our first Prime Minister, Jawahar Lal Nehru observed, “The world will either unite or perish.”
Formation of a World Government
To contain and control international terrorism national governments are not sufficient. Many governments themselves are promoting Terrorism against nations based on religion or race or desire for world domination. In such a situation even the United Nations is a mute spectator, unable to control the course of events. With about 80 countries in possession of chemical, biological and nuclear weapons for mass destruction, the UN has become powerless. The only solution now is the urgent and early formation of a world government and a world parliament competent to legislate for the entire world and execute those laws even in the so-called ‘rogue’ nations.
Another Golden Opportunity for USA
Whenever the world was on the brink of disaster your leaders came to its rescue. Your nation produced Abraham Lincoln who fearlessly abolished the most abominable of human practices - slavery.
US President Woodrow Wilson made - League of Nations after First World War
During the First World War President Woodrow Wilson advocated the need for a new international organisation to preserve peace and settle disputes by arbitration. The formation of the League of Nations was the result.
President Franklin Roosevelt & President Harry Truman made - UNO after Second World War
After the Second World War, once again, it was the foresight and vision of President Franklin D. Roosevelt and President Harry Truman that helped formation of the United Nations Organisation. Now the golden hour has come for you to take the lead and establish a World Government because the UN is helpless to control the destiny of mankind.
No Alternative to a World Government
It is seen that there is no world body to control the affairs of the world. We are living in the most dangerous period of human history. At the same time the world had never made so much progress in science and technology. Quite a paradoxical situation! Therefore, Mr President, on behalf of the world’s two billion children, I appeal to you to seriously consider formation of a World Government to control and eliminate international terrorism and terrorism of every kind from the face of the world.
Conquering hatred by love and forgiveness
Hatred and the blind desire to kill and be killed cannot be overcome by military force. We do need to put into practice the teachings of the sages of old. Jesus abolished the old law of “an eye for an eye, and a tooth for a tooth.” His teaching is : ‘love your enemies and pray for those who persecute you, so that you may become the sons of your Father in heaven.’ In the light of the new law that Christ taught, I appeal to you to spare innocent lives particularly that of women and children in the war that is in progress. Otherwise justice and world opinion would turn against your efforts to destroy terrorism and all those who advocate it.
Article 51 of the Constitution of India
Article 51 of the Indian Constitution says:
The State shall endeavour to :
a) Promote international peace and security
b) Maintain just and honourable relations between nations
c) Foster respect for international law and
d) Encourage settlement of international disputes by arbitration
We ardently request you to take into consideration the salient features of the above mentioned article of the Indian Constitution to find acceptable solutions to the problems the world is facing today. For tackling terrorism the ideas contained in the above mentioned article are most appropriate.
Support from right thinking people
As terrorism has emerged as a cancerous growth all over the world, the peoples of the world urgently and wholeheartedly look for immediate solution to the problem. They support you and your supporters. The destiny of mankind to a great extend is in your hands as the President of the most powerful nation in the world. If you succeed, history will remember you with great gratitude. The well-being of mankind, its peace and security are attainable if you follow the path taken by Lincoln and others.
Finally, Mr President, with your wisdom and sagacity, you will be able to establish peace on earth by destroying terrorism from the face of the world.
Wishing you every success in your endeavours for world peace and looking forward to your reply,
Yours sincerely,
On behalf of two billion children of the world,

(Jagdish Gandhi)
