I have the pleasure in addressing you this morning, because I really feel happy that in last 6 years that I have been coming here, this is my 6th visit. From 3rd (conference) onwards I have been coming here and I have seen steady progress being made, both in quality of input, as well as the response that is forthcoming. It is true that you are doing a wonderful work of creating awakening among the people to realise the importance of Article 51 of the Constitution (of India). I’ve always felt that Article 51 of the Constitution is the very soul and spirit of the Constitution which tells us, how do we conduct ourselves not only in our country, but around the world. And the principles laid down there are so noble that if we succeed even partially, we will be doing great service to this great nation and to the world at large. It is also true that recent events have created an atmosphere in the world where many thinking people have been set to think over the subject, as to what is the future of humanity.

This wonderful planet called earth is the only one among so many planets and so many solar systems, where human life has become possible. It has prospered and it has achieved wonderful things. Human beings are able to now go to other planets. They are now getting ready - already they have landed on the moon. They are likely to go to other planets also. While we are making such tremendous progress, with the help of science and technology, where are we when it comes to having a human life? Are we really doing what our Creator Lord has sent us on this planet to do. The answer is no. We have really missed the point what the Creator wanted us to do. While every human being has a spark of divinity in him or her and that spark of divinity can elevate the human life to a position where the life of the individual can be a life of absolute blessing, yet there are negative qualities which can lower the existence of the human being to the lowest of the low. Now with these contradictory qualities - namely positive and negative – there has to be a constant conscious effort to give fillip to the noblest instincts and sentiments and to keep under control those negative qualities which have been harming both the human beings as well as all the forms of life on this planet. Man has thought quite a lot about how to secure the future of humanity on this planet. There were several scourges where millions of people were put to death and every time they come out with some novel idea. For example, at the end of first world war, the winners of the war, they thought that now we will not have any more wars and let us have what they called ‘League of Nations’. That ‘League of Nations’ was actually a license to winning nations to have control over other parts of the world which were relatively backward, with the result that quite a large part of the world was under so called trusteeship. But there was no trust and there were no trustees. They were all exploiters. In fact, they reduced themselves to a position where they were like thieves who had divided graveyards to steal coffins and shrouds from those graves. That is what they did to the poor countries of the world. Then, the scourge of the Second World War came, which resulted in the loss of millions and millions of lives over the globe. Then, victors came out with a bright idea that we will have a ‘United Nations’ which will control the destiny of human beings. And what is this so called United Nations? Is it really united? It has never been united. It is always divided and not 192 members of the United Nations are treated as members. Only a handful of powerful countries – these so called group of eight – the richest ones – they control, they plunder the wealth of poorer nations, so that the poor nations have very large sections of people living below poverty line, whereas those opulent nations have much more than what they need. This kind of unfair division of wealth has led to all kinds of discontent and its worst form today is terrorism. Terrorism is our own creation. It is the creation of those robbers who have been taking away what belongs to others. Therefore, this Article 51 was put by our Constitution maker very thoughtfully; to say that there should be a fair and equitable distribution of wealth on this planet. But unfortunately that has never happened. This so called United Nations which is really not United Nations, but it is divided notions. These divided notions have been creating an atmosphere where a powerful nation – particularly the sole surviving superpower can attack any country. They have no respect for any nation’s sovereignty – as it happened recently in the case of Iraq, Afghanistan and in many other countries. The heads of the state, the heads of the government are liquidated through their mafia – the so called intelligence agencies. Now this is something which is really a matter of anxiety.

What is our future on this planet? What is the future of these children who, say after a few decades, when they grow up and when they become strong enough to be able to put in their voice – what will they be able to give to the world? Unfortunately, the situation is that we do not count in their computation of those nations to consider that they are superior beings and God has created them to rule over others. This is the kind of situation that Article 51of the Constitution wanted to meet, but unfortunately so far in more than 50 years of its existence, Article 51 has seldom been given proper thought leave aside action, as to what we should do. Now this conference is with regards to clause (c) of Article 51 which says that the State shall endeavour to have respect for international law. First of all the question is, what is international law? Where is it? Law as commonly understood, is a piece of legislation enacted by a competent legislative body – the parliament and it has got the backing of state power to enforce that law. Now, if both these premises are missing, if there is no proper legislative authority which has enacted it, or if there is no way of enforcing it, then can it be called law? Obviously not. Therefore, what we have to do is first of all create international law. Now this word international is a vague term. International law means and includes two things — the private relationship between the people of different countries in respect of commerce and trade, in respect of marriage and other things. Different countries have different laws and therefore these different laws create a situation which is called private international law. But there is another branch called public international law, how one nation deals with the other nation. That public international law is contemplated by clause (c) of Article 51 of our Constitution. There we find that there is no law and the sole superpower – its collaborators and co-conspirators and cronies – they dominate the whole world and they call it the international order. It is not an order which the people and the inhabitants of this planet have made. It is an order which is ordered by the sole surviving superpower. Now, if that is the position, we are nothing than mere slaves. Slaves of the powers who don’t consider us to be human beings. For them we are like flies and mosquitoes and similar other insects .We are human beings, our Creator has given us a human personality and in our Constitution, Article 21 says that we have not only the right to live, but also to live with dignity. And not only live with dignity, but also die with dignity. Now where is all that? So people, so far as our lives are concerned, what are we worth? In their calculation we are nothing more than a heap of garbage. Therefore, to create that condition, I think we will have to think of a different order of life. A new order of life has to come into being and that new order will have to be, in my opinion, outside the so called ‘United Nations’.

As I said this is not united and these are not nations, we all have to create one single brotherhood of humankind where all of us are brothers and sisters. There is no superpower and no small insignificant power. That kind of brotherhood can be created only by our own efforts and without waiting for the powers that be, we have to do our own bit to create mutual brotherhood between one human being and the other human being. And mind you, God has given us many good things, but I think one of the greatest and most powerful things is the emotion of love. If you have right emotions of love, you will attract other person’s love almost automatically. Love God through love to humanity. Loving humanity is loving God. It’s no use going to temples, gurdwaras, mosques and churches. You have God in you. You have your neighbour and when it is said that you love thy neighbour as you love yourself, it’s not an empty slogan or an advice of no relevance. It has got a very powerful effect.

We are called third world countries because those western powers and eastern powers, earlier two superpowers and now one superpower having become disintegrated, the sole survivor superpower and some of its collaborators they are one world. We the people of Asia and Africa, South and Central America — we are treated as third world. But this third world has population more than ¾th of humanity. We can come together and a time may come when we will have to think of an alternative to United Nations and that has to be done as soon as possible, because people of my generation – we cannot hope to live very long. We are like morning stars who will fade away in a few years to come, but you, the younger generation, the responsibility is on your shoulders. You build a new order where there is fair and equitable distribution of wealth, where human dignity is respected by all and if we create that atmosphere, I think this planet will be paradise on earth and it is within reach. It is not a utopian idea, it is not crying for moon. It is achievable objective which we can and should try to achieve it. If the right ideas are inculcated in them right at this stage, then those ideas will grow with them and when they become active members of a human society, surely they will do a lot. I must congratulate Mr and Mrs Gandhi that they have been doing such a marvellous job. This is what I have been explaining to Supreme Court judges. They asked me, ‘Mr Qureshi how are you involved in this kind of movement’. I said that I am involved in this movement because I see a ray of hope. Therefore, my earnest request to you is, please dedicate yourself to the service of humanity and you will have really achieved the main objective of life. I wish you success and all my blessings are with you.
