We gathered in World Judicial Summit for the interest of children, to take responsibility and immediately appeal to provide every child with better future.

Children of all over the world are innocent, vulnerable and dependent. They are curious, energetic and full of hope. Their time should be a time of joy, peace, games study and development. But for numerous children their real childhood is absolutely another thing. Every day numerous children face danger, which prevents their growth and development. They face suffering being a victim of wars and violations, race discrimination. Every day millions of children suffer from poverty caused by economical crisis hunger and lack of home, epidemic and illiteracy.

World summit for children interests have put a task to take concrete measures. The Constitution of Kyrgyz Republic says that:

1. Family is primary cell of community; family, paternity and maternity are the subject of care of all society and primary protection of law; care of children and their upbringing is natural right and civil duty of all parents. Employable children should take care of their parents.
2. State should provide accommodation, upbringing and education of all orphans and children limited in parental care.

Family, children should be a priority for national politics of state. Children care, their upbringing, children right for education and other rights should be fixed in standard legal acts, which have a higher juridical power and should be clearly regulated by legislation. But at the same time, we should not forget non-legislative settlement of these questions. Kyrgyz Republic Code on children was adopted by Parliament of June 9, 2006 and signed by president of Kyrgyz Republic, Bakiev K.S. on August 7, 2006. This code contains 10 chapters, such as Legislation in sphere of protection of rights and interests of children; aims of state institution in sphere of realization of rights and interests of children; special institutions for protection of rights and legal interests of children; legal status of children; registration of birth; citizenship; guarantee of rights and interests of children in sphere of social and labor legal relationship; personal proprietary and non-proprietary rights of children; juvenal justice and 50 article which states main guarantee of rights, liberty and legal interests of children, stipulated in Constitution of Kyrgyz Republic, Convention on the Rights of the Child, and other legislative acts of Kyrgyz Republic and international agreements which duly came to effect.

Kyrgyz Republic acquiesces childhood as an important stage in human life and proceeds from principles of priority of children preparation for full life in community, development of social and creative activeness, development of high moral features, patriotism and public spirit.

Family, society should take care of children primarily. The future of children, their moral development, and prosperity is in our hands, and we should do everything depending on us for them to make a better future for their children. We do all this not only for this generation, but for future generations. There cannot be more noble aim, then provision of best future for each child.

Every child should have a possibility to identify himself as a person and realize his abilities in safe and cleared conditions, sphere of family and bailiffs, providing their prosperity. They should be prepared for responsible life in free society.
