VICTOR HUGO - rightly said- "There is one thing stronger than all the armies of the world that is "An Idea".

Congratulate Mr. Jagdish Gandhi for that idea through Article 51(c). (a) For International peace and security (b) For World Government with (c) enforceable International Law and (d) empowering International Court of Justice.

Mr. Gandhi performed his part, give a great idea. It is now for this AUGUST gathering of the highest JUDICIAL FRANTENITY to play its part - emitting BECON'S LIGHT to achieve this objective.

What we are today is what we have done In the PAST and what we will do Today will be the future of 2 billion children yet to be born.

Today we have assembled for the VIII consecutive year. It needs Introspection. Have we progressed at all? If any to what extent? Mere deliberations of the distinguished Delegates which remains within the Contour of CMS will not yield result.

To achieve even individual smallest objectives, it has to be planed, foundation laid, Engineers, Doctors, Scientist, Even Government to layout it plan. For this great laudable objective, we have to plan and to take step after step to achieve it.

We have to Pause and think, Why this idea of WORLD GOVT? For International PEACE & SECURITY. What is the cause of TURMOIL all round? How to ELIMINATE it bring GLOBAL UNITY?

Today WORLD is flooded with CONFLICTS, Nationally and Internationally, Crime, Corruption and terrorism is at its peak, while science and technological development is reaching the skies.

HUMAN is loosing its Humanity STORM OF SELFISHNESS is the order of the day. In this SCENARIO, even if World Government is formed; can it succeed?

With Scientific and technological developments Man's multiple desires are increasing leading to GLOBAL WARMING and POLLUTION of all the important cities of the world - KALIDAS STORY.

Every HUMAN has three forms. PHYSICAL + MENTAL + SPIRITUAL. We have to develop all equally. SPIRITUAL is nothing but elimination our inner impurity. Today science & Technology is concentrating on physical only.

What is the result.

Elimination of inner impurity is sinequadon for a successful Global Unity and a World Govt. Every Religion is based upon spiritually. It is dogmatic interpretation of opponents creates CONFLICT.

We are witnessing the nature- UNITY IN DIVERSITY. Whole globe is one, every Human has same internal organs irrespective of colour, sex or nationality. True MORALITY IS UNITY.

Spirituality "Our life blood is spirituality. If it blows clear, if it flows strong and pure and vigorous, every thing is right, political, social and other material defects, even the poverty of the land will be cured if that bloods is pure."

Religion "Religion is the manifestation of the Divinity already in man. Religion is the idea which is raising the brute unto man, and man unto God."

UNITY

"Everything that makes for unity is moral, and every thing that makes for diversity is immoral.."

LOVE

"Purity, patience and perseverance are the three essentials to success and above all, Love."

As a first step, for World Government. I suggest there should Common Primary Education Globally. It has to be infused with spirituality, Value based with main theme of Unity of Humanity. Future children will be infused with unity.

(i) so we must resolve, to have common UNIVERSAL PRIMARY EDUCATION based on stories and thoughts for;

A. UNITY of HUMANITY

B. RESPECT for all RELIGIONS

C. SERVICE to the needy

D. Eliminating inner impurities - Anger, Greed, Jealousy etc.

E. Compulsory YOGA and breathing exercise (Pranayam)

F. It should be Value based

G. Ceilling of desires

(ii) The U.N.O. should resolve

A. To destroy all nuclear lethal weapons in a phased manner.

B. Promise not to manufacture them in the name of defence

These resolutions should be sent not only to the U.N.O. for communicating to its members but separate copies be also sent to all the concerned authorities of countries of our world, with humbly request of communicating their consideration for it to be placed in the next World Chief Justices Conference.

This would be the 1st Step for establishing world government and hopes of future 2 billion Children and above all 1st step of ACTION in UNITY.
