Hon’ble Mr Justice Somboune Sonthikoummane addressing the 8th International Conference of Chief Justices of the World

I am greatly honoured and privileged to represent the Honourable Chief Justice of the Lao PDR Mr. Khammy Sayavong at this 8th International Conference of Chief Justices of the World with the theme "Empower the International Court of Justice to safeguard the future of world's two billion children and generations yet to be born". I totally support the ideas of this conference and the initiatives of the CMS in bringing Chief Justices and judges of the world to Lucknow in order to call for protection our planet and children.

Today we have been witnessed that our globe and children have been partly cared. Even though, various legislations have adopted in various countries and continents. But we can not bring to an end the process of destructions of land, forest and atmosphere. These destructions are affected human being especially our children around the world.

In order to save our planet we need to appeal to everyone for strictly applying the idea international law and UN convention on child rights. Currently our children have been isolated from the civilization. Many of them have been forced and used as a labours, and soldiers. Some of them have been victim of war. But the suspects are gone free without conviction.

In making our globe to be a place to live, the important thing is to give our voice, raise public opinion and express our concern to all people and governments to acknowledge the danger and disaster. We also have to allow the International Court of Justice to have the right to decide the existing problem.

At present Lao PDR is paid more intention to safeguard our children. Recently the government has adopted law on the protection of Children rights and interests. Moreover Juvenile Chamber has added to the law on the People Court and Juvenile Chamber will consider Juvenile cases separately.

Therefore I agree with the participants' comments and we should give our children more opportunity to get education, health care and enough places to live.
