First of all, on behalf of my country I want to convey to you that we always welcome anything that brings protection of human rights, peace, and justice. We have a greater obligation to think of that matter world wide. There is absolutely no doubt that almost everyone is bearing in his mind this troubling question about the future of children and future generations, but great changes that is most likely to take place bring an obligation to take the responsibility upon ourselves.
I frankly do not want to sound as a sort of a pessimist, but nowadays situation force us to think that way. In spite of all modern ecological politics and attempts to improve the situation, demographers are tired of asserting the crucial problems that will really hit us in the future, of course if the world survives by that time, about what to my great regret we can not be absolutely sure, taking into consideration issues mentioned in Children's Appeal. The daunting misuse of our planet becomes fatal and that is strenuously aggravated by the great danger of nuclear threat. Moreover all these problems are generally interconnected.
Let me emphasize that many orators addressing this issue have been talking about insecurity in future for children and generations yet-to-be born, and in relevance to that I find it necessary to point out topicality of the problem right now not in the prospective future. The last drop is left to fall and it may happen any moment now. Therefore I want to stress out that the world is unsafe now and resolving ecological and nuclear problems is vital not only for children and future generations but for all the mankind. That is why it is our solemn responsibility to act now. I truly believe that there is no place for political dispute, no place for countries to sort out one's relationship. We are all in the equal position for the question of existence of the future is beyond any politics.
What is more, I consider this to be the question of human ethics on the one side and of common sense on the other. The human ethics obliges us to think of consequences of our acts, and to act where we see that our act is needed, and unfortunately that does not really happen if we see not only scientist but also children now have to address the world. As to common sense - I want to express my great regret that eternal human greed has closed the eyes of common sense of individual and the mass, and in relevance to that I want to say that, everyone participating this conference has a significant authority in his county and/or more wide region of influence, therefore an advantage of being heard and due to that the opportunity of awakening the mass.
The other issue I would like to refer to in my speech is the question of countries sovereignty. First if the countries would be questioned if they are ready to surrender the part of its sovereignty for the sake of our noble purpose, to empower the world judiciary and make the idea of lawfull world true, would they be ready to frankly answer "yes" immediately? So I invite you not to underestimate the importance of foundation a legal form or realization of this big so-called "project of saving the world". Which has to have to be easy to join, it should take minimum of countries sovereignty and what is most important enforceable world-wide.
During the last conference an interesting term caught my eye - "Right to a safe future". At the first glance this right naturally consequences from human rights, but perhaps the necessity of extracting that as a separate term is enough vindicated already. There is no doubt that every judge when adjudicating matters is to take that into consideration, but may be it would be more efficient to actually make it as an international legal term or may be even include in the contexture of human rights.
In my speech at a first glance you might not notice much of a mentioning about children, but that may occur so only at a first glance. In reality my ideas refer to problem of children's situation nowadays and in future refer in its very essence. Let me first of all divide the children issue into two groups.
One group refers to an individual child in a most direct way - it is how each country deals with children protection on its own, I would say national way, the other - refers to all above mentioned, meaning dealing with these matters on an international level. Surely both groups correspond a lot it and is not always easy to divide them, but what I mean to say is that both are omnipotent in a same extent, but same time it is necessary to divide issues for a more clearance and transparency. So that implementation and what is needed to be implemented would be clearer to everyone.
Getting back to the first group of issues I would love to add some words to how it is dealt in my country, and of course I am welcoming other participants to share their own experience and exchange ideas as well.
Of course in the whole the demographic situation and situation related to children's rights in Latvia is not that unfavourable as if we would compare to how catastrophic it is world-wide, but we still fully understand the urge necessity to act until the very last child is protected and granted with everything that he has the right for. And right now we put emphasis and work towards implementing higher punishments for such aggravated crimes as crimes against children - immoral acts with minors, compelling minor to engage in prostitution, sending minor for sexual exploitation, involvement minor in a criminal offence, cruelty towards and violence against a minor as well as crimes against newborns.
In the end of my speech with all my heart I would like to thank you for the opportunity to participate, it is indeed a great honour for me to address you for I find the omnipotence of this conference to be truly great.
When we think of ensuring the safe future for children and future generations we can not ignore the importance of law, therefore I am very pleased that justices from all over the world gather to contribute to optimum salvation and bringing up the subject to a qualitatively new level.
