I am glad to note that the 3rd International Conference of the Chief Justices of the World on Article 51c of the Constitution of India was organized by CMS Degree College from December 6-8, 2002 at Lucknow with the theme “Enforceable International Law is Our Need”. I understand that eminent legal experts from various countries attended the Conference and deliberated on the need for International Law to promote international peace and security; maintain just and honorable relations between the nations; foster respect for international law; and to encourage settlement of international disputes by arbitration.

With the changing security environment National Boundaries are fast loosing their relevance and in this context I feel, need of the hour is to evolve enforceable international laws through consensus and legal framework or mechanism to ensure their compliance by all.
