Dear Shri Gandhi,

I am in receipt of your letter dated 21.3.2001 requesting me to be the guest of honor at the International Conference on Article 51 of the Constitution of India to be held from 6.5.2001 at Lucknow. Due to prior commitments and in view of the fact that I am scheduled to leave India on 12.5.2001, it will be extremely difficult for me to be away from Delhi on the date of the said conference. Therefore, I request you to kindly excuse my absence.

However, I am extremely happy that the City Montessori School, Lucknow, has been very active in propagating the well-cherished Indian Consitutional objective of international peace and security. Apart from inculcating this worthy objective in the minds of the younger generation by holding this Conference, your would also be doing a great service to the society by creating social awareness of the constitutional objective. I wish the conference all success.
