Dear Mr. Gandhi,

Thank you very much for inviting as Guest of Honour at the 2nd International Conference of Chief Justices of the World on Article 51c of Constitution of India to be held on Sunday 23rd December, 2001 at CMS Gomti Nagar auditorium, India.

Eritrea believes that the main challenges of the world could only be effectively addressed and peace and security guaranteed, by the active resolute participation of the International Community in World-Wide meant for its realization.

The aim of the Article 51 of the Constitution of India and the aim of the consference as such being the the promotion of International Peace and Security, directly coincides with the cision and concern of my country, Eritrea, and that of all well intentioned and peace loving peoples of our planet. Peace and Security are prerequisites for the survival of mankind and our own world.

Nevertheless, while appreciating your initiative and wishing you success in this timely and very important endeavor, I deeply regret my inability to accept your kind invitation due to my preoccupation with official duties during that period.
