Dear Mr. Gandhi,

His Majesty Shaikh Hamad Bin Isa Al-Khalifa, King of Bahrain, has asked me to respond to your letter of 31 August 2002 and the kind invitation to be special guest at the Third International Conference of Chief Justices of the World on Article 51c of the constitution of India.

Unfortunately, due to prior commitments, His Majesty will be unable to attend the Conference, but sends his best wishes for a successful and productive gathering which will help to give a voice to the demands of children around the world for a safe and secure future under international law. In this regard, I am pleased to inform you that the Kingdom of Bahrain’s Consul-General in Bombay, Mr. Eid Humood Al-Qahtani, will attend the Conference.
