Dear Mr. Gandhi,

I am deeply honored by your invitation to be a guest of honor at the International Conference on Article 51 of the Constitution of India to be held on Sunday, May 6 2001 at Lucknow, India. For ten years, I have been deeply interested and involbed in projects throughout Central and Eastern Europe to foster respect for International Law. For that reason especially, I would be deeply honored and delighted to attend the conference.

Unfortunately, I have agreed to participate in a conference of a similar nature to be held in Algiers, Algeria during the week of May 4 and for that reason must decline your kind invitation. I hope that you will continue to keep me informed about the progress of your efforts to foster respect for International Law in India, and hope that I will have the opportunity to be your guest at a future International Conference.
