Your invitation to be Guest of Honor for
the international conference on Article 51 of the Indian
Constitution reached me only yesterday, 23rd April 2001.
I feel greatly privileged to be accorded this honor and
thank you most sincerely for your invitation.
I regret very much that I wil not be able to attend due
largely to the late arrival of the invitation which makes
it impossible for me to rearrange my Court commitments and
make travel arrangements. I do hope that there will be some
occasion in the not distant future when I will be able to
attend one of your functions.
However, please accept my best wishes for a successful
conference. I trust that your deliberations will go some
way towards your objective of creating a forum for enacting
international law which would be enforceable on all countries
and peoples of the world.
I share your concern for the future of our children and
would add to your concerns on nuclear stockpiling the use
and implementation of child labour.
I wish your organization and all participants success in
your deliberations and much progress towards the objectives
of your conference.
