Dear Mr. Gandhi
Your kind invitation to me to attend this important conference
leaves me with regret that I cannot participate in person.
The subject of world peace, security and prosperity is one
that is close to my heart.
It is my firm belief as a judge and a Baha'I that the law
must, worldwide, support the notion of the organic interdependence
and unity of the human race. The effort of will required
to overcome the barriers to peace must be galvanized by
a vision of the spiritual and material well being of all
the planet's inhabitants. The earth's peoples are now challenged
to draw on their collective inheritance to take up, consciously
and systematically, the responsibility for the design of
their future.
Laying the ground work for global civilization calls for
the creation of laws and institutions that are universal
in both character and authority. The contemplate the transformation
of society on a global scale raises both the question of
the power that can be harnessed to accomplish it and the
authority to exercise that power. Both term stand in urgent
need to redefinition. Fostering a respect for international
law is certainly an essential prelude to the establishment
of any legally constituted World Agency for the implementation
of international standards.
I salute you on you addressing this vital issue and wish
the Conference total success.
