Dear Mr. Gandhi,

CONFERENCE OF CHIEF JUSTICES

I am very grateful for the invitation extended to the Chief Justices of Brunei in your letter of the 11th instant.

I took over my predecessor Sir Roberts only recently. I am still in the process of settling in and have also some long-standing previous commitments. I regret very much to have to say that it will not be possible for me to attend this conference.

The topic that you have selected is of vital importance to all countries as recent events have shown. I am sure that the international jurists will emphasize the need to solve such problems through due process of domestic or international laws while, at the same time, looking for ways and means to deal with the basic and fundamental causes that give rise to such deplorable incidents. They may even go to the extent of settling a definition of the word ‘terrorism’ which might be acceptable worldwide.

I wish the conference every success, hoping that something beneficial to Mankind will emerge from the final declaration.
