Thank you very much for you kind invitation
to appear as your Guest of Honor at the 2nd International
Conference on Article 51 of the Indian Constitution for
Chief Justices of the World. I personally strongly support
your noble goal to set up a World Parliament and I believe
that such deliberations of lawyers as you intend to have
at your conference could contribute considerably to the
improvement of lives of all people in the world, that that
they could enjoy peace and suffer less deprivation and humiliation.
The Republic of Slovenia is a middle European country. It
gained its independence in 1991 and has a modern constitution,
harmonized with international conventions that protect human
rights and fundamental freedoms. The Constitution of the
Republic of Slovenia thus contains a special chapter on
human rights and their protection in peace and wartime,
while individual status define the protection of these rights
in detail. As President of the Supreme Court of the Republic
of Slovenia I can assure you that in their work Slovene
judges protect human personality and dignity i.e. penal
and other civil administrative proceedings.
Unfortunately, your conference takes place at the time
when I as well as my closest colleagues have various obligations
planned already, so we regret to inform you that we are
unable to accept your invitation. Regardless of that I wish
your conference and all its participants much success in
their work, especially in this critical time when terrorist
acts have stunned the world.
