Re: 2nd International Conference of Chief Justices

I have received your invitation dated 4 July 2001 to attend the forthcoming conference on Article 51 of the Indian Constitution to be held on 23 December 2001.

I am greatly honored to be invited to this distinguished gathering but I regret that commitments in the Cook Islands and at home in New Zealand in December prevent my attendance.

I have read with interest the papers that accompanied your invitation. The aim of the conference is undoubtedly of the first importance in a worldwide aspect. The formation of an international law with sanctions to enforce it would be a great achievement in this new century. I applaud your efforts and wish them every success.
