Sub: 2nd International Conference on Article 51 of the Constitution of India

Thank you for your letters of 25 August and 29th September 2001 together with the copies of the Report of the First International Conference on Article 51 of the Constitution of India.

Regrettably, as indicated in my earlier letter, I am unable to attend the Conference.

Since writing to you, The Bahamas had its name removed from the FATF blacklist but that body is still monitoring its performance. In addition, the attack in the United States had had a serious impact on our main industry - tourism, travel outside the Bahamas is therefore not as easy as it used to be.

I will say however, that in spite of everything that is happening around us, in my view, the terms of Article 51 are most laudable in their intent and that I pray that you will have a most successful conference.
In light of the events taken place in Afghanistan as I write this, I can only say that I hope that divine wisdom will be given to leaders of the world and that rue peace will eventually prevail.
