To the 3rd Conference of Chief Justices of the World

In welcoming any and every initiative directed to facilitate the spread of good will throughout the world, I believe that the suggestion to consider the possibility of supplementing International Instruments concerned with the rights of the child with provisions intended to secure safe and healthy environment for the future generation is most timely and bears particular significance. The very effort to raise awareness of the problem, and its highlighting is a significant step forward for the sake of the coming generations and future of humanity. This impetus expressed in he form of a n international forum acquires an enhanced significance and makes it possible to expect especially fruitful results. Therefore, I would like to express my appreciation to the organizers of this Conference for their effort to draw once again the attention of States and International Organizations to the wounds of humanity in search of available safeguards in the form on international legal regulation.

The menacing advances of modern technologies that open unlimited possibilities today force the humanity to take a look around with more acumen. We have no right to close our eyes against the future – not to mention the present – problems predicted by the scientists and first of all those related with ecology and climate. They are threatening to submit to detrimental effect everything that has already been achieved and undermine our future. They will spare nobody, neither us ourselves, nor our children, grand children, grand-grandchildren, they will not bypass great nations and are not likely to turn into problems only for the small and the weak. This is truly a matter of global significance, and the interest shown to the Conference repeatedly underscores the scale. And if we, justices, are able to bring our contribution to the “case” for the security of the future generations, their right to sage and healthy environment, we have to do it without any delay.

I would like to wish every success to this Forum, I believe that its honorable mission will not remain only on the level of philosophical ideas but will find its timely expression in the United Nations Declaration of the Rights of the Child, and within a broader scope – in some other international instruments.
