Subject: Invitation to the Second International Conference of the Chief Justices of the World on Article 51c of the Constitution of India

Dear Mr Gandhi,

Thank you very much for your letter dated 11 October 2001. I was honored and pleased by your invitation to participate in that unique event to be held on Sunday, 23 December, 2001 in Lucknow.

Unfortunately, due to my various obligations at the end of the year and the resulting time constraints, I will not be able to attend the meeting, which I deeply regret.

Nonetheless, I wish your conference a great success in its important objective to bring peace and security to the world.

I hope that in the future another opportunity will develop to meet with you and to participate in one of your conferences. I would like to thank you on behalf of the People’s Supreme Court of Lao PDR for your kind invitation.
