I’m glad to know that the third international conference of chief Justices of the World on Article 51 C of the Constitution of India is being held at Lucknow from December, 2002.

“Enforceable Law is the Need of the Hour”, is an appropriate and relevant theme. Individuals and countries of the world must learn to respect international law. Coming generations have a right to safe and hazard-free future. The architects of our constitution envisaged it and enshrined it in Article 51 C of our constitution. The need is to create awareness in this regard. I’m sure the Conference will evolve some concrete and practical suggestions in this respect.

I convey my best wishes for the success of the Conference.
