A brief synopsis and overview of the
21st International Conference of Chief Justices of the World
(The Global Peace Congress)
on Article 51 of the Constitution of India
to be held from
06th to 09th November, 2020

Children are the common denominator for all the nations of the world and, thus, their concerns are not theirs alone. It is imperative that we create conditions where children’s concerns are attended to, their concern to feel protected and secure, have equality, justice and freedom, access to education, nutrition, health and shelter, and a clean sustainable environment, so there is healthy adulthood for them and for the generations yet unborn.

  1. Why this Global Peace Congress by a Montessori School?

    The City Montessori School at Lucknow in India, with over 56,000 students on rolls, which is recognized by the Guinness Book of World Records as the largest school of the world, a recipient of the UNESCO Prize for Peace Education (2002) and an NGO recognized by the UN Department of Public Information (UNDPI), considers it as its duty to highlight the cause of a safe and secure future of the over 2.5 billion children of the world and the generations yet-to-be born, who are the common concern and the common denominator for all the countries of the world.

  2. The vision and responsibility of this Montessori school

    The City Montessori School (CMS) is a senior secondary school and it believes that ‘A Modern School must act as a Lighthouse of the Society’and concern itself with the affairs of the age.

  3. Global Peace Congress for securing a safe and secure future for the world’s children

    For expounding the cause of a safe and secure future of the world’s children and the generations yet-to-be born, CMS is organizing the International Conferences of Chief Justices of the World annually for the last 19 years in which, so far, 1299 Hon’ble Chief Justices, Judges, Heads of State & Heads of Government from 136 countries of the world, and Nobel Laureate His Holiness the Dalai Lama, have participated.

    Many serious problems threaten the very existence of humankind, such as terrorism, huge stockpile of weapons of mass destruction, global warming and climate change, drinking water crisis, disease, poverty and hunger. A very large section of the world’s population is deprived of basic human rights, the right to live with liberty, dignity, freedom and is living in abject poverty. Millions of children are exposed to various abuses and are deprived of their various rights.

  4. Listed below are some depressing figures about the current state of world’s children:

    1. Every year 9.2 million children under the age of 5 die due to lack of food, clean water, hygiene and health care.
    2. Around 700 million children live on less than 1.25 US dollars a day. An additional 500 million live on less than 2 dollars a day. More than half of the world’s children live in abject poverty.
    3. 60 million children live on streets. An additional 90 million work and spend the day on the streets.
    4. Over 1 million children are being held in prison. Imprisoned children are often treated badly.
    5. 8 million children of the world are forced into the worst forms of child labour, as slaves,child soldiers or prostitutes.
    6. Every year, 1.2 million children are ‘trafficked’ in the modern day slave trade.
    7. Over the last 16 years at least 2 million children have been killed in war, 6 million have suffered serious physical injuries. 10 million have suffered serious psychological harm, 1 million have lost or become separated from their parents, 300,000 (Three Hundred Thousand) children have been used as soldiers, carriers of mine clearers (2,500 children are killed or injured by mines every year). At least 25 million children have had to flee their home countries.
    8. There are 101 million children who get no education whatsoever. 150 million children leave school before the fifth grade.
  5. Conference Theme

    The theme of the Conference is ‘Uniting the World for Children through Enforceable World Law and Effective Global Governance’. Children are the common concern and common denominator for all nations of the world and also the future citizens of the world. Therefore, there is an urgent need to unite the world as per India’s philosophy from ancient times i.e. ‘Vasudhaiv Kutumbakam’ which also reflects the ancient Indian ethos “For the large hearted, the whole world is one family.” This sprit can help in providing a safe and secure future for over 2.5 billion children of the world and generations yet-to-be born, under the rule of law.

  6. Inspiration & Direction from *Article 51 of the Constitution of India which says:

    The State shall endeavour to: (and what the World Government should endeavour to):

    1. promote international peace and security;
    2. maintain just and honourable relations between nations;
    3. foster respect for international law; and
    4. encourage settlement of international disputes by arbitration.
  7. Article 51 of the Indian Constitution can guide the world government

    India’s great visionary leaders, who were true statesmen, included Article 51 in the Indian Constitution in order to bring unity and peace to the world, to realize the ancient philosophy of ‘Vasudhaiv Kutumbakam’ (the earth is one family).

    The architects of India’s constitution, while drafting the constitution, believed that provisions of the article 51 can act as a beacon in shaping the ideology of world unity and world peace leading to formation of an ideal global governance structure under rule of law.

    This is also reflected in the statements of world leaders:

    1. Mahatma Gandhi said: “The future peace, security and ordered progress of the world demand a world federation of free nations, and on no other basis can the problem of the modern world be solved.”

    2. Pandit Jawaharlal Nehru, Prime Minister of India said: “Either the world will unite or it will perish.”

    3. Dr. S. Radhakrishnan, the second President of India said: “There will be one central authority to which the instruments of coercion will be surrendered… and a fraction of the sovereignty of independent nation states will have to be given up for the security of the whole world…”

    4. Dwight D. Eisenhower, President of America said: “There must be law, steadily invoked and respected by all nations, for without law, the world promises only such meagre justice as the pity of the strong upon the weak.”

    5. Winston Churchill, Prime Minister of Great Britain said: “Unless we establish a world government, it will not be possible for us to avert World War III.”

    6. John F. Kennedy, President of America said: “We must create worldwide laws and law enforcement, as we outlaw worldwide war and weapons.”

    7. Mikhail Gorbachev, President of USSR said: “An awareness of the need for some kind of global government is gaining ground, one in which all members of the world community would take part.”

    8. U. Thant, U. N. Secretary General said: “A world under law is ‘realistic’ and ‘attainable’.”

    9. Bertrand Russell, World Renowned Philosopher said: “Our goal, I repeat, should be the creation of a World Government”.

    10. Jan Tinbergen, Nobel Laureate in Economics said: “Mankind’s problems can no longer be solved by national governments. What is needed is a world government and this can best be achieved by strengthening the United Nations System.”

  8. Three world leaders who changed the world with their vision and action

    The world has seen 3 revolutionary world leaders who took initiative to unite the world and save humanity from widespread destruction; and thus changed the entire course of human history:

    1. The first initiative was taken by President Woodrow Wilson of USA who called a meeting of World Leaders at the Paris Peace Conference in 1919 after the First World War which led to the formation of the League of Nations. The League of Nations was able to deter wars for two decades.

      If Woodrow Wilson had not taken that initiative, would there have been peace and security for about two decades and what would have been the fate of humanity?

    2. The second initiative was taken by President Franklin D. Roosevelt of USA in 1945 when at the end of the Second World War, he called a consultative meeting of World Leaders. This meeting of World Leaders led to the formation of the United Nations Organization (UNO) on 24 October, 1945 with only 51 countries originally signing the UN Charter. Today, there are 193 countries that are members of the UNO.

      If Franklin D. Roosevelt had not taken that initiative what would have been the fate of the world?

    3. The third initiative was taken by Prime Minister Robert Schuman of France in 1950s when he called a meeting of leaders of European countries which led to the formation of European Union, European Parliament of 28 European countries and Euro Currency of 18 European Countries, bringing unity, peace and prosperity in Europe.

      If Robert Schuman had not taken this initiative, what would have been the present condition of Europe?

      The situation in the world is far more scary and dangerous than it was when these initiatives were taken. With people dying from wars, terrorism, poverty and other problems, children have become the worst sufferers. Humanity is eagerly waiting for the 4th revolutionary World Leader who can lead the world into a new era of peace, unity and prosperity.

  9. A World Government is needed for Global Transformation

    The spirit of Article 51 of the Constitution of India provides inspiration to world leaders to make an earnest endeavour for International peace and security by:

    1. Establishing a new international political and economic order by calling a meeting of world leaders to commit on the formation of a World Parliament on the lines of the European Parliament, where no country is required to give up its sovereignty,

      Establishing a World Executive to enforce laws and rules made by the World Parliament like that of the European Commission,

    2. Establishing a World Court of Justice to interpret and uphold international and world law like that of the European Court of Justice and European Court of Human Rights, and

      Adopting a World Currency by all nations of the world like that of the European Currency “Euro”.

  10. In view of this situation it is the duty of the present generation to address and redress various problem and issues so that humanity may be saved from the perceptible problems and issues and we may be able to bequeath to our children and future generations a better inheritance than that inherited by us. Since the World Judiciary is held in high regards, as the Hon’ble Chief Justices and Judges are dedicated to justice, impartiality and regard to universal values and law, we organize the International Conferences of Chief Justices of the World to invite their impartial views on the issues confronting humanity, with the hope that their views will move political leadership of the world to take suitable steps in this connection.   11. World Jurists resolve to create a better world

    In the previously held nineteen International Conferences of Chief Justices of the World organised by CMS since the year 2001, so far 1299 honorable Chief Justices, Judges and Heads of State/Government from 136 countries have participated in these Conferences.     At these previous conferences, the participants had made recommendations in the form of Resolutions, that have underscored the need for a World Parliament, a World Government and a World Court of Justice. These resolutions have also recognised the urgent need to reform the United Nations Organisation by making it a fully democratic, representative and effective institution by amending the UN Charter.

  12. Support from the world judiciary and request for participation in the conference

    The International Conferences of Chief Justices of the World, organised by the City Montessori School, Lucknow for the last 19 years with the sole objective of providing a safe and secure future for the World’s over 2.5 billion children and generations yet-to-be born has received tremendous support from members of World Judiciary and many Heads of State. In the previously held twenty Conferences of Chief Justices of the world organised by us so far, 1299 Hon’ble Chief Justices, Judges and Heads of State from 136 countries of the world have participated. Out of these, 23 former as well as serving Heads of State and Heads of Government have also graced the Conference with their benign presence till date. We request Hon’ble Chief Justices of all countries of the world to participate in the 21st International Conference of Chief Justices of the World and motivate political leadership to work for making this world a better place to live in.

    At these previous conferences, the participants had made recommendations in the form of Resolutions, that have underscored the need for a World Parliament, a World Government and a World Court of Justice. These resolutions have also recognised the urgent need to reform the United Nations Organisation by making it a fully democratic, representative and effective institution by amending the UN Charter.

  13. We request Your Excellency’s august presence at the Conference

    The following Heads of State/Government and most eminent personalities who participated in our previous Conferences as on a private visit and were honoured by the Government of India inspite of their being on private visit. The State Government of Uttar Pradesh also honoured them as State Guests and arranged grand receptions in their honour in Lucknow.   14. Inspiration of the political leadership of the world

    The discussions at, and the resolution of, the International Conferences of Chief Justices of the World will motivate and inspire the political leadership of the World to take concrete steps which will lead to world unity, peace and security. They will encourage the progressive development of a global society in which children and future generations will be able to live securely and safely.
