In the beginning I want to tell you my experience when I got my invitation from Mr. Jagdish Gandhi, I saw it was from a school. So I thought the school must be teaching law or is connected with justice department or legal matters. When I went through the invitation, I wondered that a school (City Montessori School) was talking of international laws. I felt somewhat awkward and thought how can it be co related. But when I went through the publications of the school and saw the cultural events presented by the students then all my doubts were put to rest. Then I understood why this school organizes it. Mr. Gandhi asked our Chief Justice to give a message for the conference that is why I have come here today. My conviction was formed when I was supplied with the reading materials of the school and also attended the cultural evening presented by the children of the school. Lucknow in future will not only be known for its cultural heritage and hospitality but for this initiative for world peace. I came to this conclusion based on certain objective facts. I think it is not a utopia. I am strongly convinced that it is a reality of human being and nothing is impossible. Though a man suffers from greed, anger and many evil qualities but still he can attain Godhood. Lord Krishna in Gita has said that if an evil man realizing his faults surrenders to me, he will attain salvation. That is a promise. Reality is that a man following wrong path when turns to right direction then today or tomorrow he will have bright sunshine in his life. Everyone wants humanity to be at its apex. We must strive we must begin our march towards world peace otherwise it will be too late. We are old people we have no bright hopes but those people who are young, who are energetic, vigorous and who have courage for doing what they decide to can make a difference. This movement has been begun by children not by old persons who debate and discuss in the conferences or other fora. Children are now demanding their birthright. They are demanding their eternal rights not only birthright i.e. human beings must get their minimum conditions of life. They want a revolution not by the words of mouth but from the very foundation of their life. We have to vitalize our society, its thinking, its very fundamentals. They are demanding their legitimate right because right to peace and right to happiness can not be denied to anyone. You can have co-operation from old people who have problem solving experience. I am hopeful in very near future the goal will be achieved. I cannot tell the timeframe, but the goal will be reached because the process of global integration of humanity is irreversible. The 17th century concept of nation state which was pertinent at that time has no relevance today. The notion of sovereignty is the hurdle in the path of establishing World Government World Parliament and World Judiciary. It will be the government of all the people of the world and not of a nation. So we have to change our thinking, our concept of nation state. Justice Krishna Iyer in his talk has said that we must give up the sovereignty, partly in the short run and fully in the long run, and then our path will be clear of main obstacles- theoretically and legally. I see the prospect of this movement led by the children of Lucknow will be continuous one. I saw that it started with seminar, then roundtable and now International Conference and it will be followed up by Conference of Chief Justices of the world. It is very orderly and systematic way to reach the goal. As CMS has been able to convince Mr. Kofi Annan, they will be able to convince the world leaders and even those that do not want world government as their interest may be jeopardized and that is why they are still insisting on an outdated concept of nation state to continue their dictatorship. They are to be called dictators as they do not care for the good of others, peace of others and for the life of others. Therefore, we should make a resolution. Resolution can be made in two ways- one by force like the terrorist states. But force can never serve permanently. It is the force of intellect and love which can permanently solve a problem. I was impressed when I saw the four pillars of CMS education. The whole world is ours. This world view is part of our culture. It is the most important spiritual education possible. Material education has been given a lot of undue emphasis. Material education has helped us in development of the body but the mind has shrunk it has become weakened soul is totally ignored. We derive our will power and energy from the soul. Western philosophy believes that power comes from the body and the mind but we still say that it comes from the soul the spirit whatever we may call it. Allah, Bhagwan, God it is omnipresent, omnipotent and omniscient. Therefore, we are children of the same God and of the same mother that is nature. Our physical parts and the mental part are nourished by nature. Unless we put it into action it will amount to nothing. "Mithyasara" as Krishna said in Geeta. Saying one thing doing another thing that is the problem with the world. You see on TV series of lectures are going on but to no effect. I see a cultural background also favouring world government as our philosophy has been "Vasudhaiv Kutumbakam"(the world is but one family). Krishna in seventh chapter of Gita says "Manushyanam Sahastreshu" he doesn’t say "Hindunam Sahastreshu"; wherever there is "Manushya" whether he is African or American. After all it is soil which makes you white; it is the climate which make you black so what is the difference — external difference is no difference at all — internally, substantially we are the same. The life force is the same. So the concept of World brotherhood is our motto. It is part of our culture, part of philosophy. Culture implements philosophy and our cultural heritage is conducive to world peace. Article 51 of the Indian constitution is laid on the foundation of Gandhian ideals. Gandhian ideals are based on love, non-violence and peace. Not only in India throughout the world it has become a model constitution which is inspiring to many countries. In Nepal we share the ideal of Article 51. In Article 26 clause 50 of our constitution the same idea is there. You heard in Sri Lankan constitution, they have Article 27 which similar to Article 51 of the Indian constitution so we have almost the same ideas in the SAARC region. In this subcontinent we have respect for international law. When crimes are globalised, investigation methods should also be globalised and punishment should also be globalised. There therefore is an urgent need of world parliament. I saw yesterday the cultural show. I saw determination of students. The students have been given spiritual education from the beginning they are made to realize the real purpose of their life which is not only to eat drink and be merry which is not the real purpose. People like Mr. Gandhi are wholly devoted to achievement of that noble ideal of world parliament. Thank you
