In the second plenary session we had distinguished and interesting speakers who spoke on this aspect. I would only sum up the speeches and give my concluding remarks.

Justice Mishra stressed on International Court of Justice for settlement of disputes. According to him the International Court of Justice could be the light that can settle problems arising between nations.

Madam Prof. Alice de Jonge dealt at length on the UN Charter of Peace and the Security Council and laid much stress on the UN to play its role. Again we had Justice Aryal from Nepal who is very hopeful that Lucknow will be known as the place from where the foundation for peace will be laid. He stressed on the old values and blessed the moment that it may go along with. Rather he drew the audience to the memory that at one time there were national states and then it became an international state and it should be inspiring to become a comity of nations.

We had Madam Justice Santiago from the Philippines who supported Article 51 of the Constitution of India and drew a parallel with provisions in the Constitution of the Philippines.

We had Dr. S. P. Narang who spoke about Mr. Jagdish Gandhi as the twentieth century ‘Gandhi’ with a vision and he took an aerial view of Article 51 as enshrined in the constitutions of various countries.

Justice M. R. Calla in his inimitable style spoke of a Parliament of Nations and the General Assembly. I would only submit to this august audience that Article 51 of the Constitution of India has absolutely no meaning unless every country in the world is made to surrender its sovereign power.

I remember as early as 1972 in Hyderabad, I started the Bertrand Russell Society. Lord Bertrand Russell, the greatest philosopher and mathematician, had fought a relentless battle against nuclear weapons and he advocated what is known as World Government. For purpose of successful establishment of World Government there is only one remedy. Every nation should be ready to surrender a pat of its sovereignty otherwise World Government cannot function. That is the reason why an eminent jurist has said "International law is the vanishing point of jurisprudence". Unless there is a compelling power, it is not possible to make every nation listen. Mr. Jagdish Gandhi had a dream that World Parliament should be created. He demands it through his children who have shown how it is beneficial to have a World Parliament. If only we have a World Parliament wherein nuclear weapons are not at all produced the entire money can be spent for the whole world and each individual can have not only a square meal a day and a roof over his head but can even have luxuries like a TV and a telephone. This is what, according to statistics, the UNESCO has come out with. So let us hope. Let us strengthen the hands of these children and Mr. and Mrs. Gandhi.

I once again appeal that we should start a movement to inspire and motivate all countries to surrender part of their sovereignty so that the world becomes a better place to live in.
